Commission for Quality of Care is an oversight agency for the care of people with mental retardation or other mental disabilities. It reviews reports of child abuse and deaths of these clients. It handles complaints about their care. It can put clients in touch with the appropriate local CAP and VESID programs. Its Surrogate Decision Making Program provides legal permission for surgery and other medical care for a mentally incompetent person when no other legal representative is available.
The Commission:Investigates complaints, allegations of abuse and unusual or unnatural deaths in mental hygiene facilities;
Performs policy analysis and cost effectiveness studies as well as fiscal investigations;
Participates on statewide planning panels to assure public policies afford people with disabilities full opportunity to exercise rights accorded all New Yorkers;
Assists individuals with disabilities, their parents and other advocates, in exercising their rights and accessing services;
Provides assistance and informational materials to interested parties and the general public on a range of issues including: disability awareness and rights, diversity, assistive technology and reasonable accommodations;
Maintains a toll-free help line and offers assistance to callers on disability issues;
Administers the Surrogate Decision Making Committee (SDMC) program, whose volunteer panels make decisions about major medical care on behalf of persons in residential programs;
Provides Technology Related Assistance for Individuals with Disabilities (TRAID), funds 12 Regional TRAID Centers and operates an assistive technology equipment exchange program; and,
Contracts with and coordinates a network of local advocacy agencies which provides advocacy services on behalf of individuals and groups.

Title:
Family Support Services Coordinator
Family Support Services offers a respite program for families where a mental health diagnosis is present or presumed. A trained parent advocate can accompany parents of children with special needs to meetings, etc.
This advocate also works with parents/caregivers/guardians who have a psychiatric diagnosis. Limited case management is provided to coordinate meetings with multiple service providers. Advocacy is offered as needed for
parents and children.
Socialization and skill building activities for children with/or who have a parent with a diagnosed mental illness is offered. Services are provided to children ages 3-18 years old. Activities may involve visits to museums, parks, movies, gyms, restaurants and/or other venues that foster age-appropriate emotional and social growth.
The Parents Support Group meets monthly on the 1st Monday of the month for parents to gain support and receive information, education, support and feedback about children with special needs.
Parent empowerment training is also offered through this program.

SPACE Coordinator
The SPACE program is run by and for people who are current or former consumers of mental health services. One SPACE project is a cable TV show on mental health issues called "Starlight Presents" that is nearing the airing of its 300th episode. It has social and recreational activities of all kinds including writing groups, holiday celebrations, craft groups, outings, leisure time activities, etc.

The MHLS provides representation, without charge, to patients in psychiatric hospitals and residents of developmental centers who need legal advice or assistance concerning their institutionalization. Advocacy is provided for individuals in private as well as state operated facilities. The MHLS also serves as appointed legal counsel in Kendra's Law proceedings. The agency also is frequently appointed as court evaluator or legal counsel in guardianship proceedings under Article 81 of the Mental Hygiene Law.
